Um isn’t Otter an Elf Adviser to Bean? What I see here is officious elf vs fighting elf. He knows she can’t carve him up if he really is an adviser to Loukin, so he is turning on the smarm in an attempt to force a social breach which would prevent them from reaching Loukin. Weather he was sent to do this task, chose to do it of his own will that is a telling point.
